Independent review to be made into the Post Office Ltd Horizon IT system

The Government will establish an independent review into the Post Office Horizon accounting system. This follows the controversy over the treatment by the Post Office of Sub-Postmasters/mistresses over the Horizon accounting system and the outcome of the group litigation which ultimately led to the Post Office reaching a settlement of £57.75 million in December 2019 to conclude the long-running civil court case brought against it by a group of postmasters; see Alan Bates and Others v Post Office Limited  [2019] EWHC 3408 (QB).

The review will consider whether the Post Office has learned necessary lessons from the Horizon dispute and provide an independent assessment of the Post Office’s work to rebuild its relationship with its postmasters. Paul Scully, the Small Business and Postal Affairs Minister, announced the draft terms of reference for the review via a written ministerial statement laid in the House of Commons.
